The luxury bag case is the first case to fail to accept the recommendation of prosecution since the introduction of the water level system in 2018.

The prosecution says it is a conclusion based on evidence and legal principles, but the controversy seems to continue.

The prosecution explained in detail why it judged that the money and valuables handed over by Pastor Choi were not recognized as related to the president's job or a quid pro quo.

They considered the fact that President Yoon Suk Yeol and Pastor Choi do not know each other, the friendship between First Lady Kim and Pastor Choi, and the time interval between the timing of receiving gifts and the request for pending issues.

It was also based on the fact that a Seoul Voice reporter who prepared luxury bags and "hidden cameras" stated in the prosecution's investigation that there was no job-related request, saying, "If it was for the purpose of a request, we didn't even need to prepare a hidden camera."

In response to Pastor Choi's recent rebuttal that there is a job relevance and a price to the money he handed over,

He pointed out that Pastor Choi's argument is inconsistent and goes against the "records" that he wrote on his own in the past.

However, controversy following this seems inevitable for the time being, as the case was concluded by overturning the prosecution recommendation and pushing ahead with the non-prosecution.
