The garage certificate system, which is the only one in the country that is implemented only on Jeju Island, was introduced to curb vehicle growth and solve parking problems.

However, as complaints continued that there were more side effects than positive functions, authorities said they would review the overall policy by the end of the year and come up with solutions.

The nation's first garage certificate system introduced in 2007 to curb vehicle growth and resolve parking difficulties.

As of the end of August, the number of registered vehicles in the garage in the province was 133,000, which is only 36% of the total targets.We have imposed fines on vehicles that fail to implement the

garage certificate system, but even this, the collection rate is only 27%, which is not effective.

While Jeju Island conducted a service to review the overall policy, voices of condemnation continued at the meeting held at the Jeju Provincial Council.

In particular, there have been complaints that the garage certificate system is encouraging the hollowing out of the original city center.

It was also pointed out that expedients such as address transfer and documentary garage are prevalent.

[Lee Jae-sung / Samdo-dong, Jeju-si: I live in Jeju-do and have a car. But where is his car registered, it is registered in Seoul. There are so many cases where you register at your brother's house in Seoul and actually drag your car around in Jeju Island.

Some called for supplementation of loopholes, acknowledging the need for policies to curb vehicles.
