The head of an agency under the Ministry of National Defense has been controversial for making inappropriate remarks that if women join the military, marriage will increase and the birth rate will rise.

According to an SBS report on the 7th, Kim Hyung-chul, head of the Korea Institute for Military Studies, appeared on a YouTube broadcast of Penn & Mike TV on the 23rd of last month and said, "Women are now in a situation where they have to go to the military. Then, men and women will use separate rooms together in the living room, but they will stay together like university dormitories. Then, naturally, there will be a couple who like men and women," he said.

"Wouldn't there be more marriages and many babies after that by having comrades who can live together?" he added. "Women's conscription is good in terms of inducing it well and continuing to provide opportunities (to meet) and using it as a combat force in case of emergency."

Director Kim, a former retired Air Force lieutenant general, was named in the Yoon Suk Yeol candidate camp fair election and safe vote promotion committee during the last presidential election. With the appointment of the Minister of Defense, he was inaugurated as the 12th Director in November 2022.

As the remarks became controversial, the opposition party urged the defense minister, who is the appointee, to apologize.

Park Sun-won, a lawmaker of the Democratic Party of Korea, pointed out, "It is a very inappropriate figure trying to use the military as a tool for childbirth," adding, "The defense minister, who has the right to appoint, should apologize immediately."

In this regard, Director Kim said to SBS, "I said it lightly to the effect that a meeting place between men and women is needed," adding, "I will apologize if it is inappropriate."

The Korea Institute of Military Studies is a public interest foundation under the Ministry of National Defense and was established in 1994 to contribute to the establishment of defense policies and support reserves.
