"We ratify a treaty on comprehensive strategic partnership between the Russian Federation and North Korea signed in Pyongyang on June 19, 2024," the Tass news agency said in a House database.
When Putin visited North Korea on a state visit in June, he signed the treaty after a summit meeting with North Korean leader Kim Jong-un.
The treaty includes that if one of the two sides is in a state of war due to an armed invasion, the other can provide military aid, leading to an assessment that North Korea and Russia have raised the relationship to the level of a military alliance.
Article 22 of the treaty states that "a treaty shall be ratified and shall take effect from the date of exchange of the ratification."
