The animal rights group Beagle Rescue Network claimed that eight of the 23 horses in the illegal breeding facility in Gongju In-myeon were left dead, and that the living horses were so thin that their ribs were exposed that they were suspected of animal cruelty.The owner of the horse
was quoted as saying that he had not given enough feed due to financial difficulties, such as legal action over rent with the landowner, but had no intention of mistreating the animals.
Gongju City has ordered the closure of illegal facilities and said it will ask the police to investigate if an on-site investigation confirms further illegalities.
