At an official meeting of the Security Council held at the UN headquarters in New York on the 21st local time, Ambassador Hwang said, "North Korea has repeatedly violated international norms and Security Council resolutions, but the dispatch surprised even South Korea."
He also said that no matter how desperate Russia is, it is extremely dangerous to mobilize troops from rogue states, and expressed concern that North Korea would expect military and financial support or transfer of nuclear weapons-related technology.
On the other hand, Russian Ambassador to the United Nations Vasily Nevenza dismissed the deployment of North Korean troops as mere rumors created by the West.
Ambassador Nevenza criticized the U.S. and its allies as an absurd strategy, saying they are distracting themselves by creating threats from Iran, China and North Korea.
