The Wall Street Journal reported that Russia's satellite data was transmitted through Iranian Revolutionary Guard agents working with the Houthis in Yemen.
It was also evaluated as an example of how far Russian President Vladimir Putin can go to undermine the U.S.-led Western political and economic order.
The pro-Iranian Houthis attacked merchant ships and others related to Israel in the Red Sea when the Gaza war broke out in October last year, but they have even attacked merchant ships that have little relationship in reality.
As of August this year, the Houthi attack on a Red Sea vessel has reduced maritime traffic on tankers passing through the Red Sea route by 77% from a year ago, and many ships are taking a detour route through Africa's southernmost Cape of Good Hope.
