The New York Times, citing four Iranian government officials, said Supreme Leader Ayatollah Ali Khamenei had instructed the military to draw up multiple military plans in preparation for an attack on Israel.
According to sources, Iran is trying to avoid war while discussing and preparing military countermeasures.
Iran, which has seen its allies, including Hezbollah in Lebanon and Hamas in Gaza, suffer tremendous damage from Israeli attacks, has no choice but to be cautious about waging war with Israel.
In the event of an all-out war between Iran and Israel, there is a high possibility that the U.S. will take military action to support Israel.
For this reason, Iran's response could vary greatly depending on the scale and intensity of Israel's attacks.
According to Khamenei's instructions delivered by reporters, Iran is certain to retaliate if Israel attacks Iran's oil and energy infrastructure or nuclear facilities or assassinates a senior official.
In that case, the countermeasures Iran is considering include simultaneous launches of up to a thousand ballistic missiles, increased attacks by Iranian-backed armed groups in the region, and disruptions to global energy supplies and shipping flows through the Persian Gulf and the Strait of Hormuz.
