North Korea's Vice Foreign Minister for Russia Kim Jong-kyu responded to North Korea's dispatch of troops to Russia, saying, "If that happens, it would be an act that meets international legal norms."
Kim also added, "I think there will definitely be forces that want to describe it as illegal."
