The court ruled that the police handcuffed Jeon Kwang-hoon, pastor of Sarang First Church, who came out after the warrant review, and escorted him to the detention center is a violation of basic rights and that the state should compensate him.

On the 18th, the Seoul Central District Court ruled in the first trial that the state should pay 3 million won in a lawsuit filed by Pastor Jeon against the state.

The court said it was difficult to say that Pastor Jeon was feared to escape, and that police excessively violated his freedom by using handcuffs at the time according to his superior's prior instructions.

Previously, Pastor Jeon was asked for a preliminary arrest warrant for leading violent acts at the conservative group's Gwanghwamun rally in October 2019 and was reviewed in January of the following year.

At that time, the police handcuffed Pastor Jeon while escorting him from the Seoul Central District Court, where the warrant was reviewed, to the Seoul Jongno Police Station, where he was held, and filed a lawsuit for damages, saying his basic rights were violated.
