Asked in an interview with NBC and CNN if the U.S. could pledge to remain a NATO member, Vance said Trump wants NATO to be strong and wants the U.S. to remain in NATO.
Mr. Vance said, however, that NATO should recognize that it is not just a welfare customer, and that Trump wants NATO members to share the actual burden of defense costs.
He also stressed that the problem with NATO is that Germany needs to spend more, and that the United States cannot be the police of the world and wants NATO to be an ally, not dependent on the United States.
Asked if Russian President Putin is an enemy, Vance said he was clearly an enemy, but that the United States was not at war with him.
He also argued that there is a need to engage in sensible diplomacy, although it is a hostile interest with Russia, and that there should be some kind of negotiation between Ukraine, Russia and NATO allies to end the war in Ukraine.
