Minister Kim made the remarks in a video opening speech for the "2024 North Korean Human Rights Dialogue" held in Geneva, Switzerland on the 28th local time, referring to the North Korean military's dispatch to Russia.
He then stressed that extreme human rights violations such as arbitrary detention, torture, and execution are still committed in North Korea, and that close solidarity from the international community is needed to resolve them.
