◆ ANCHOR: This is from the Defense Intelligence Agency. North Korea has completed preparations at the Punggye-ri nuclear test site. In November, it was reported that there is a possibility of a launch to verify ICBM technology.
Before and after the U.S. presidential election, there was a lot of content saying that North Korea is likely to plan provocations, but it seems that the movement was captured in detail. They said they've finished preparing for the nuclear test site. There is a possibility of a launch to verify ICBM technology, but we are preparing for a nuclear test and an ICBM launch at the same time, is this how we see it?
◇ [Kim Geum-hyuk] That's right. Hasn't the international community emphasized several times not to provoke North Korea? There is a so-called red line drawn at the same time. One of the red lines is a nuclear test. The second red line is ICBM. But the fact that North Korea is ready to cross both red lines means that the various security crises facing us have risen considerably.
In particular, at this point, we can infer that North Korea has ended its ICBM launch, but isn't a large number of North Korean troops currently in Russia? North Korea was constantly demanding ICBM technology from Russia in return.
But at this point, North Korea's test for ICBM technology verification can be understood as North Korea's test firing to test the technical aspects because Russia has handed over the level of technology that North Korea wants.
If that happens, isn't Russia now a permanent member of the UN Security Council? In a way, it is quite sensitive because the permanent member of the UN Security Council can misunderstand that the UN has handed over such ICBM technology, which is the most important technology to the country imposing sanctions. The release of this news at this point may have a big impact not only on Korea, but also on the United States and many other Western countries.
◆ Anchor: Looking at the contents, I think it says that ICBM TEL preparation is done. Please also point out what it means to be ready for TEL and whether there is a possibility of provocations within a few days after these preparations.
◇ Kim Geum-hyuk: First of all, TEL refers to a mobile launch vehicle. Since ICBMs are intercontinental ballistic missiles, the volume and size of missiles are large. A launch vehicle that can carry such a missile is called a TEL. The TEL preparation is done, which means the ICBM is placed on top of the TEL.
In other words, because it is so large, it takes time to prepare for launch and fuel injection takes time. The preparation time varies greatly depending on whether it is liquid fuel or solid fuel. Liquid fuel usually takes up to 15 days.
However, if it's solid fuel, it can end in an instant, and if the fuel injection is over, all you have to do is put it on the launch vehicle and press the launch button, so it's right to think that virtually everything is ready.
