Gyeonggi Province Governor Kim Dong-yeon, who is visiting the Netherlands, held a video conference to check the emergency situation and issued special orders such as establishing an emergency response system on the plan to openly spray leaflets to North Korea by the abductees' family group.

Governor Kim ordered, "Set up an emergency response system and work on emergency duty with the safety of residents as the top priority of the provincial government due to rising tensions on the Korean Peninsula."

It also added that the government should establish an organic cooperation system for related organizations such as Gyeonggi-do Special Judicial Police, Paju City Hall, police, and fire fighting, and strengthen patrols in areas other than Paju where leaflets can be sent to North Korea.
