Ganghwa County made the decision after judging that the North Korean defector group's anti-Pyongyang leaflets could provoke North Korea at a time when residents are suffering serious damage from North Korea's noise broadcasts that have continued since July.
Accordingly, in accordance with Article 41 of the Framework Act on Disaster and Safety Management, the entire border area of Ganghwa-gun, which is at high risk of North Korea's provocations, will be designated as a dangerous zone.
Ganghwa-gun plans to control the access of those involved in sending leaflets to North Korea as a prohibition in dangerous areas and strictly control the preparation, transportation, spraying, and use of leaflets to North Korea.
