In a statement to the U.N. Security Council on the 30th local time, the Ukrainian delegation said Kim Young-bok, deputy chief of the General Staff of the Korean People's Army, Ri Chang-ho, director of the Reconnaissance General Bureau, and Shin Geum-chul, a major general of the People's Army, were among at least 500 North Korean officers who entered Russia.
Kim Young-bok, deputy chief of staff, is one of North Korean leader Kim Jong-un's military aides, and the National Intelligence Service has recently officially confirmed that Kim Young-bok was dispatched to Russia.
Ri Chang-ho, director of the Reconnaissance General Bureau, who was also dispatched to Russia, has been the head of the Reconnaissance General Bureau since 2022 and is known to have served as chairman of the state affairs commission Kim at several major events this year, including Kim Jong-un's on-site map of the naval base in the East Sea.
The last mentioned major general Shin Geum-chul's career has not been identified, but U.S. North Korea experts predicted that Kim Young-bok and Lee Chang-ho are expected to lead the North Korean military after leaving Russia.
