The U.N. Security Council will hold a meeting on the 4th in Eastern U.S. time to deal with North Korea's launch of a new ICBM, or intercontinental ballistic missile called "Hwasong-19."

Britain's ambassador to the United Nations, Barbara Woodward, who chaired the Security Council this month, said at a briefing on the chairmanship that an official meeting of the Security Council will be held on the 4th on the North Korean issue.

Ambassador Woodward noted that the "Treaty on Comprehensive Strategic Partnership" signed by North Korea and Russia this year has had a significant impact on making it impossible for the Security Council to properly respond to North Korea-related agendas.

He also criticized Russia, saying, "There are permanent members of the Security Council that neutralize security resolutions and sanctions and bring North Korea into war," and said such discussions themselves prove the feelings of Security Council members.

U.N. Secretary-General spokesman Stephane Dujarric said he does not want to see the possibility of a seventh nuclear test by North Korea and wants to step back and return to negotiations and diplomatic solutions.
