The site that a large company bought to build a complex commercial facility in the innovative city of Jung-gu, Ulsan, has still remained vacant for more than a decade, causing complaints from citizens.
In the end, there was even a demonstration calling for the start of construction.

Residents came together to urge Shinsegae to start its business quickly.
"We urge the New World to act responsibly! I urge you! I urge you! I urge you!"
The site purchased by Shinsegae in 2013 for the purpose of building a complex commercial facility was announced in November last year, 10 years later.
In November last year, the city management plan for the Shinsegae site was announced, allowing Shinsegae to begin construction in earnest, but a year later, there has been no progress in the construction.
Shinsegae has to submit a construction permit to Ulsan City, but it has not even opened its first shovel yet, as it continues to delay it because it is reviewing the right timing.
Residents are dissatisfied with the fact that the Shinsegae site has occupied the center of the innovative city for more than a decade and other commercial facilities are not allowed to enter.
[Kim Young-gil / Chairman of Ulsan Innovation and Urban Development Association: We still have to drive out to go to a mart. And here, Ulsan Innovation City was completed in 2016. We created it, but as you know now, the site is being left as it is.]
The same goes for shop owners who bought shopping malls believing in Shinsegae's promotion of complex development projects.
[Emotional Tree / Ulsan Woojeong-dong Shopping Mall owner: The owners bought it because they said that there was a new world coming in, but interest rates are going up and there are a lot of auctions right now, and the owners are bleeding. (Politicians) only use it during elections and then fail when it's over. I can't trust those politicians anymore.]
Shinsegae says it is still discussing the timing of applying for a building license in various ways, including economic feasibility and feasibility, as it is a large-scale project.
[New World official] Actually, development doesn't just go as fast as you can. As you know, redevelopment and reconstruction are delayed a lot. As far as I know, we are continuing to review it.]
The Ulsan Innovation and Urban Development Association said it plans to continue large-scale rallies in the future if Shinsegae does not accept the building license by this year.
Residents' complaints are growing as the complex development project of Shinsegae, a postal innovation city, continues to stand still.
