Absent from the National Assembly's speech today...the Prime Minister's first reading in 11 years
In September, he missed the opening ceremony of the 22nd National Assembly...Blocked communication
The ruling party's demand for attendance..."Considering Opposition Struggles"
Yoon Suk Yeol is expected to miss the speech to the National Assembly for the first time since taking office and the first time in 11 years as a sitting president.
As in the absence of the opening ceremony of the National Assembly, normalization of the National Assembly comes first, but the opposition party urged President Yoon to clarify various suspicions, including a phone call with Myung Tae-kyun.

President Yoon Suk Yeol visited the National Assembly for the second consecutive year after his first speech to pass the COVID-19 supplementary budget bill six days after taking office.
While asking for the explanation and passage of the budget bill, he did not mind meeting with the ruling and opposition delegations and hearing "bitters."
[Yoon Suk Yeol / President (October 31 last year): It is my most comfortable and happy day since I took office to come to the National Assembly and talk a lot with the members..]
This year, President Yoon is expected to miss his first speech at the National Assembly since taking office.
Every year since former President Park Geun Hye, the president has been speaking in person, and the prime minister will read the speech for the first time in 11 years.
In September, after missing the opening ceremony of the National Assembly for the first time as a sitting president since democratization in 1987, the path to communication with the National Assembly has been blocked until the failure to deliver a speech on the municipal administration.
An official from the president's office said, "This is the same reason as when we missed the opening ceremony that it is right to normalize the National Assembly first and invite the president to the president, and rather, the situation has worsened."
Some in the ruling party are calling for President Yoon's attendance, but they say it is inevitable in consideration of the opposition's outdoor struggle.
[Choo Kyung-ho / People's Power Floor Leader: There were many opinions that it would be better to come to the National Assembly and deliver a speech. Will it be a calm municipal speech, it is very likely to produce another scene of political strife....]
The opposition party urged the government not to stay away from the people anymore and to participate in the city administration speech, and to explain various suspicions, including the budget bill and the phone call with Myung Tae-kyun.
[Park Chan-dae / Floor Leader of the Democratic Party of Korea: Tell the public honestly and clearly about all suspicions as well as about Myung Tae-kyun....]
In the midst of this, Han Dong-hoon, the representative of the People's Power, reportedly conveyed to the presidential office in Yongsan that President Yoon should deliver a speech in person.
The president's office said on the 10th that it is difficult to express President Yoon's position on the 10th, around the halfway point of his term, and that it expects it to be around the end of this month.
It seems that only President Yoon's final decision on the specific timing, method and content remains.
