The transmission qualification certification system is an autonomous certification system that allows mass text messages to be sent using the Internet only after receiving transmission qualification certification from mobile carriers and text relay companies.
New business operators who want to resell text messages must obtain transmission qualification certification, and existing business operators must obtain certification before the grace period scheduled for the 30th ends.
Text resellers who have not been certified within the grace period cannot send advertising texts, and public institutions, individuals, and organizations who want to send bulk texts must check whether they are certified in advance to avoid penalties.
In order to obtain transmission qualification certification, the application must be submitted to the Korea Communications User Protection Association, followed by document and field review, and final deliberation by the Steering Committee.
