In his speech on next year's government budget, read by Prime Minister Han Duck-soo, President Yoon Suk Yeol emphasized his willingness to solve the four reforms and low birth rate problems of pension, medical care, labor, and education.

President Yoon Suk Yeol missed next year's budget speech for the first time since he took office.
In a speech read by Prime Minister Han Duck-soo, President Yoon said, "I haven't had a day to relax for the past two and a half years, but as a result of managing the national debt and restoring the nuclear power plant ecosystem, the economy has entered a growth leap stage."
He went on to say that no matter what the difficulties, he would definitely complete the "four reforms" that are the representative policies of the Yoon Suk Yeol government.

The government also asked the National Assembly to pass the Government Organization Act to launch the Population Strategy Planning Department, saying it will also work hard to overcome the population crisis, which the government emphasizes together with the "4+1 reform."
Next year's budget is 677.4 trillion won, up 3.2% from this year, making it clear that it will continue the sound fiscal flow.

The current president's address to the budget bill was the first case in 1988, and since then, there has been no address during the Kim Young-sam and Kim Dae-jung governments, but he has been delivering speeches every year since the president of Park Geun Hye in 2013.
President Yoon's absence from the speech is the first in 11 years, and it seems to have taken into account the confrontation between the ruling and opposition parties following the independent counsel Kim's law and the release of the recording of Myung Tae-kyun's call.
Meanwhile, President Yoon called for the speed of state administration to be accelerated so that policy results can be achieved within this year at the staff meeting and the prime minister's weekly meeting.
It is an expression of the will to focus on policies without being swayed by external variables such as the opposition party's wave offensive.
Instead of avoiding mentioning sensitive pending issues, the presidential office is preparing to promote policy and foreign security achievements.
However, as calls for reform are in full swing within the ruling camp, it does not seem easy to break through the crisis only with policies.
