The second round of six-party talks on North Korea's nuclear weapons program was held in Beijing, China, in late February 2004.

At the talks, they agreed in writing to "peaceful resolution of the North Korean nuclear and denuclearization of the Korean Peninsula."

[Lee Soo-hyuk / South Korea's chief negotiator for the six-party talks (late February 2004): I think that consensus on the principle of denuclearization and peaceful resolution through dialogue will be the basis for the six-party talks.]

This is the presumed document of Kim Jong-il's top-secret instruction written a month after that.

I got off at the 2nd Natural Science Institute of the National Security Department.

The Second Academy of Natural Sciences is a collection of research institutes leading North Korea's military weapons development, and is now renamed the Defense Academy, its name at the time of its creation.

Kim Jong-il indicated in his directive that North Korea has succeeded in developing very important weapons.

"This time, scientists at the National Defense Academy of Sciences, did a great job. Now I can sleep comfortably.

It's a problem I always had in mind when I was alive, and it's really great."

"Problems raised by the Academy of Defense Sciences should be resolved in time and their department should ensure 100% of the material equipment they require"

[Dr. Jun-hee Chung / Director of the Ministry of Unification's Situation Analysis Bureau: North Korea knows that it is far behind South Korea in terms of conventional weapons, so it has a strategy to gain a military advantage as an asymmetric force, so it is continuously doing this (nuclear missile development)...]

"We need to take good care of the former Soviet scientists working in the lab," he said.

"If former Soviet scientists have any inconvenience in their lives, research results are hindered. We should turn our attention to even the smallest issues and take good care of our families thoroughly."
It can be seen that nuclear scientists from the former Soviet Union of
were treated extremely well in North Korea and conducted research activities.

[Lee Yoon-gul / North Korea Strategic Information Service Center: (North Korea) was involved in bringing in scientists and engineers related to the former Soviet nuclear missiles, centering on those who were more loyal to the so-called socialism and communism when the Soviet Union collapsed.]

This is a presumed document of Kim Jong-il's top-secret directive, which was delivered to the Ministry of National Security on July 7, 2005.

It is about 20 days before the 6th Six-Party Talks in Beijing, China.Former Soviet exiles who had been excluded from

" surveillance should be placed on the watch list so that secrets do not leak during the six-party talks...Internal information continues to leak abroad...Domestic Anti-Investigation Agency and Foreign Intelligence Agency Workers Are Not Working Properly"

It can be seen that North Korea has thoroughly monitored former Soviet scientists to maintain confidentiality while giving them the most preferential treatment for nuclear development.

Kim Jong-il's top secret documents are drawing more attention as North Korea and Russia show off their honeymoon relations over the recent dispatch of troops to Ukraine.
