Waste lead, which they use and throw away to fix their fishing rods to holes, accumulates in fish and crustaceans, reducing their ability to grow or reproduce.

In response, the National Park Service has decided to sanction the act of entering or drilling holes with drilling tools to protect nature in national parks.
