◇ Lim So-hee: Yes. But there really was such a person. It was Kim Il-gon, the criminal of the kidnapping murder that occurred in 2015.

◆ Lee Won-hwa: I remember seeing this on the news at the time, and it was such a horrible incident where a woman was kidnapped and killed in a supermarket.

◇ Lim So-hee: Yes, that's right. In September 2015, Kim Il-gon kidnapped and killed a female victim in her 30s at a supermarket in Asan, South Chungcheong Province, damaged the body, carried it in a trunk, set fire to the body and vehicle, and fled. It's a case of arrest.

◆ Lee Won-hwa: How was the criminal caught at the time? I remember it took a while, but

◇ Lim So-hee: Yes. Police identified Kim as a suspect and arrested him through CCTV at a nearby scene where the victim's vehicle was found, but Kim, a former 22 convicts, continued his escape using a prepaid phone and failed to find him until the sixth day of the crime. Then, the police switched to an open investigation with a bounty of 10 million won. Four days after switching to an open investigation, the police were dispatched after receiving a report from an animal hospital nurse that a man had invaded with a weapon and arrested Kim. At the time, when Kim entered the animal hospital and threatened the nurse with a weapon and asked for medicine for dog euthanasia, another nurse who was with him reported to 112, and police from the nearby district found Kim who was on the run and arrested him after a fight.

◇ Lim So-hee: At first, Kim stated that he committed the crime to take away his car and mobile phone from the victim, but during the investigation, two suspicious notes were found in Kim's belongings.

◆ [Dualization] This is the so-called killer that I mentioned earlier, right?

◇ Lim So-hee: Yes, that's right. Kim's memo paper was a killer who wrote down the names and occupations of 28 people he thought had caused him damage. The discovery of the memo raised the possibility that Kim's crime could be a murder caused by hatred, not just a crime aimed at money and goods. Police opened an investigation into the characters in the memo, and in the process, it was revealed that Kim's kidnapping and killing of the victim at a large mart was part of a plan for the realization of the murderer.

◆ [Dualization] It wasn't just writing down the killing department, it was also willing to make it happen. But you said this was part of a plan to realize the killer, but how was it connected?

◇ Lim So-hee: About four months ago, there was an assault between Kim, who was delivering on a motorcycle, and A, a man in his early 20s, in a car contact accident. Kim was summarily prosecuted and fined for the assault case, while A was not prosecuted.

◆ Dualization: It's hard to judge whether the charge itself is justified because I don't know the situation before and after the contact accident at the time, but how did you know that the other party was cleared of charges?

◇ Lim So-hee: At that time, Kim is known to have found out about the fact by reading the case records. Kim found out about A's home and workplace from the record of the incident, and visited A's workplace about seven times and demanded that he pay his fine instead. However, A was a big young man in his early 20s and refused Kim's request without giving in to the threat of Kim, who came with a weapon.

◆ Dualization: Even if you read the case records now, you can read them because all of the victims' personal information is covered, so I'm not very worried, but there were many cases where they were exposed like this at the time. ◆ [Dualization] In fact, there's a situation that shouldn't have happened. I don't know what would have happened to this woman if this situation were a woman, not a big young man. I even think about this, so what happened?

◇ Lim So-hee: When asked to pay the fine on behalf of her, Kim becomes enraged and decides to kill A. At that time, A's workplace was a karaoke room, and Kim planned to kidnap the woman because he thought he needed a woman pretending to be a karaoke helper to lure A who works in a karaoke room out. Kim attempted to kidnap a woman in her 30s in a parking lot of a large supermarket located in Goyang, Gyeonggi Province, but the woman failed to open the car door and run. Then, 15 days later, Kim threatens and kidnaps the victim who was trying to board his vehicle with a weapon in a parking lot of a large supermarket in Asan, South Chungcheong Province.

◆ DUALIZATION: But shouldn't you have used this woman as an incentive instead of killing her according to your plan? Did something go wrong in the middle?

◇ Lim So-hee: According to Kim's statement, Kim stopped his car in a hill because the victim wanted to pee during the kidnapping, but when the victim tried to escape, he strangled her to death and moved the body to the trunk of the vehicle. According to the police who investigated the incident at the time, the body was severely damaged, such as a long puncture on the abdomen of the body and parts of the organs were not visible. The ruling in this case states that Kim's frustration that he failed the originally planned murder plan for A and that he damaged the victim's body due to growing hostility toward some women who usually despised him. Based on such facts, it seems that Kim expressed his hostility toward A and some women to the victim, who had no idea.

◆ Dualization: I think something that shouldn't have happened when he released his anger to a distant person, and this person named Kim Il-gon had a very colorful criminal record.

◇ Lim So-hee: Yes, Kim is known to have spent 18 years in prison with 22 previous convictions for robbery and special robbery. However, what Kim shouted to the reporters while being sent to the police station is a bit absurd. Kim told reporters at the time, "I didn't do anything wrong. He shouted, "I have to live more." And the police reportedly stated that I tried to take away only the victim's car and mobile phone, but the victim ran away and killed him in anger, breaking his promise to only pee, indicating that Kim had no remorse for his actions.

◇ Lim So-hee: At that time, Kim's murder department had 28 names and occupations that he thought Kim had caused any damage to him, including police, judges, doctors, and nurses. As I said earlier, Kim also planned to visit A, who was involved in the assault case with him, and threaten him with a weapon and kill him. And Kim committed the crime, and prosecutors demanded the death penalty for Kim, accusing him of robbery, murder of attempted special robbery, violation of the Pre-Car Management Act, theft of the body, violation of the Road Traffic Act, obstruction of execution of special public affairs, and aggravated punishment for specific crimes of special robbery.

◆ Dualization: The names of the crimes listed are also enormous. What was the result?

◇ Lim So-hee: The first trial court can also consider a death sentence based on the motive of the crime, the investigation of the method, and the attitude that is difficult to be forgiven in the trial, but it is an extremely exceptional punishment in the rational judicial system of a civilized country. Kim was sentenced to life in prison, telling him to repent and atone for indefinite isolation from society. However, when he was sentenced to life imprisonment, Kim framed me inside and outside like that and was dragged out of court by protesting that if he was defamatory, he should be given the death penalty.

◇ Lim So-hee: Yes, that's right. Kim did not submit an appeal, and the prosecution filed an appeal against the first trial's ruling, but the appeals court also sentenced him to life imprisonment as in the first trial.

◆ [Dualization] I had two thoughts as I was looking at this case. First of all, 22 convictions and this person spent 18 years in prison alone. Then, I think that if you are a criminal like this, the authorities should have managed it. And I can't help but think that there is a lack of management of the part where the kidnapping occurred in the parking lot of a large supermarket.

◇ Lim So-hee: Even though Kim committed 22 crimes in addition to this case at the time, he was not included in the Ministry of Justice's right criminal management list, so it was revealed that the management of the right criminal was poor, and the safety issue of the parking lot at large supermarkets was also controversial. At the government level, the government should manage criminals more thoroughly, while preventing crimes by making it mandatory to install CCTVs in parking lots in large supermarkets and institutionalizing stricter parking lot lighting standards.
