Sullivan made the remarks during President Joe Biden's in-flight briefing to Peru to attend the APEC summit.
He also stressed that the dispatch of North Korean troops to Russia to fight against Ukraine is a significant development and that the three leaders will take it seriously.
Attention is focusing on whether the "coordinated response" to be discussed at the trilateral summit will include South Korea's arms aid to Ukraine.
At the same time, Sullivan said the U.S. regime change is a time when North Korea has historically provoked it and is wary of the possibility of a seventh nuclear test by North Korea.
He added that the summit will discuss the establishment of a trilateral cooperation secretariat so that cooperation among Korea, the U.S. and Japan continues regardless of regime change.
