The Washington Post reported that the nominee, Hegssegg, was belatedly investigated by police in 2017 for reporting sexual violence.
Police reportedly closed the case after Hegssegg gave a lecture at a Republican women's party meeting and a woman reported him five days later, with the two agreeing.
The Washington Post reported that President-elect Trump expressed embarrassment, saying that reports of sexual violence and police investigations were not confirmed during the nominee verification process.
In response, Hegsseg argued that the police investigated at the time, but concluded that it was not true, and that there was no mistake hiding it.
Hegssegg, who was married three times, was reportedly sued for divorce by his first wife for infidelity, and in his second marriage, he was reportedly sued for divorce after getting an extramarital affair.
Earlier, allegations of underage sex buying were also raised against Representative Matt Gates, the nominee for attorney general.
