An apartment construction site in Nam-gu, Ulsan, where 402 households will move in next December.

Last month, the Ulsan Metropolitan Office of Education announced an administrative notice of a plan to adjust the school district for students moving into the apartment, but a month later, the opposition from prospective residents has not stopped.

According to the principle of short-distance commuting, students living in the apartment should be assigned to Shinjeong Elementary School, which is a five-minute walk away, but the education office's adjustment of the school district has allowed them to attend Jungang Elementary School, which is about three times farther.

The walking distance from this apartment to Shinjeong Elementary School is less than 300 meters, but the walking distance to Jungang Elementary School is 1km.

In response to the education office's administrative notice, prospective residents protested, calling it a surprise adjustment of the school district without prior discussion with residents.

Students have to pass near the construction site due to the distance of the school route, and the Nam-gu Office also answered that it is difficult to prepare safety measures on the school route from the apartment to Jungang Elementary School.

[Planning to move into apartment A: I walked with my child myself. It took about 30 minutes when I walked on the main road and about 25 minutes when I went to the alley. But the road itself is very dangerous, and there are no walks, and we can't send our children to a situation where there are no safety measures.]

However, the Office of Education believes that it is inevitable to adjust the school district because Shinjeong Elementary School is currently overcrowded and it is difficult to expand.

However, some point out that the Office of Education lacked preparation as a total of 3,000 households were scheduled to move in due to the construction of an apartment complex in the area for several years.

[A apartment owner: Isn't there a set time to approve the project and when we move in? Then you must have known that, but I hope you do something at the time of business approval.]

The Office of Education has held four meetings with the city council's education committee to find a solution, but no suitable measures have been taken so far.

Residents are even considering a lawsuit, saying that the failure to collect opinions from the head of the Dong and residents before the education office made an administrative notice of the school district last month is a violation of Article 16 of the Enforcement Decree of the Elementary and Secondary Education Act.

However, since the Ulsan District Court ruled in favor of the Office of Education in August regarding a lawsuit to invalidate the decision to determine the elementary school commuting area of a new apartment complex in Dong-gu, it is not easy to change the designated commuting area easily.

As the Ulsan Metropolitan Office of Education is set to announce the final plan for the school district on the 30th, it seems urgent to prepare a school district plan and safety measures for school routes that residents can understand.
