The BBC predicted on the 19th local time that Russia had already moved its weapons, including fighter jets, out of range in preparation for such a decision by the United States.
The BBC, citing Western diplomats, said the U.S. decision was a symbolic, albeit belated, move to clarify its willingness to provide military aid to Ukraine, which could further increase the cost of the war for Russia.
Kurt Volker, a former U.S. ambassador to NATO, pointed out that the U.S. has so far restricted the use of U.S. weapons in Ukraine, which has unfairly restricted Ukraine's right to self-defense for fear of Russian provocations.
He also analyzed that publicly announcing this change in policy was a mistake because it informed Russia of a potential attack by Ukraine in advance.
