Fabian Hintz, a researcher at the think tank's Institute for International Strategic Studies, analyzed satellite images of five missile production complexes in the Siberian region of Altai and Rostov, Moscow and St. Petersburg, and Perm, taken in July, September and October.
Satellite images showed vegetation next to solid fuel research and production facilities being organized and large-scale new construction work being carried out.
Based on this, researcher Hintz said, "Russia seems to be focusing on increasing the production capacity of solid-propelled missile engines."
The report comes amid analysis that Russia is bringing missiles from North Korea and Iran after nearly three years of war with Ukraine and suffering from missile depletion.
Earlier, Russian President Vladimir Putin ordered an increase in the defense budget after invading Ukraine two years ago.
Russia has also allocated 6.3% of its gross domestic product to next year's defense budget, the highest level since the Cold War.
