The compliance struggle follows a "safe driving manual," such as securing maximum breaks and stops, increasing the likelihood of train delays throughout the subway tomorrow.

The Seoul Transportation Corporation's labor union, the first union of the corporation, earlier claimed at a press conference that the city and the corporation have forced restructuring, threatening worker and passenger safety due to a shortage of workers, and refusing to comply with the government's wage increase guidelines for four years.
