Foreign Minister Yeltsin Rafiev of COP29 host Azerbaijan told reporters the draft deal was "not in line with fair and ambitious goals, but will continue to communicate with the parties."
However, developing countries are protesting that developed countries, which are largely responsible for climate change, are less burdened, while developed countries are complaining that the amount is too high.
As a result, COP29, which was originally scheduled to officially close on the same day, is proceeding beyond its official schedule as in previous years.
Last year's 28th General Assembly in Dubai, the United Arab Emirates, ended a day later and the 27th General Assembly in Sharm el-Sheikh, Egypt, closed two days later.
