Grenell, Trump's foreign affairs and security advisor, was once mentioned as the secretary of state for the second Trump administration.
If Grenell is appointed, he is expected to focus on mediating ceasefire negotiations.
Grenell previously insisted on making the area Russia claims to have incorporated into its territory an "autonomous zone" for an early ceasefire in July.
It also said it was not in favor of Ukraine joining the North Atlantic Treaty Organization in the near future.
Recently, he strongly criticized the Biden administration's decision to allow strikes on the Russian mainland using the Atax missile, calling it "like starting a new war."
