U.S. President-elect Donald Trump is running a transition team as a secret fund and raising unlimited money without disclosing donors, the New York Times reported.

The newspaper said Trump has yet to sign a memorandum of understanding with the Federal General Administration, allowing him to collect unlimited staffing and office expenses from anonymous donors in preparation for the regime's takeover.

Trump is the first president-elect not to sign an agreement with the Federal General Administration, and a deal would require $7.2 million in funding for the transition team, with sponsorship capped at $5,000 per person and a list of sponsors to be released.

Currently, Trump's transition team is set up as a "dark money non-profit organization," so there is no obligation to disclose to the IRS who the donor is.

The New York Times noted that people who want to look good in Trump's second administration can donate without disclosing their names, especially foreigners, unlike campaign funds, raising concerns among ethics experts.

Heath Brown, a professor at the John Jay College of Criminal Justice, said that if the money is not disclosed, it is not clear who is donating how much or what he receives in return for the donation, and that Americans will want to know who is paying for it.
