In the meantime, Russian National Security Council Vice Chairman Medvedev, a close ally of Putin, said he had come to think about whom to hand over nuclear technology to among U.S. enemies.It is read as a

nuclear threat message, which is in line with President Putin's remarks that a new missile can be launched at any time.

As Russia fiddles with its nuclear cards every day, more and more Western countries are releasing "missile shackles" on Ukraine.
