The overall foreign health insurance fiscal balance continues to improve steadily, with a surplus.

According to the Ministry of Health and Welfare's response to the National Assembly's audit, the total foreign health insurance budget recorded a cumulative surplus of KRW 3.2377 trillion from 2017 to 2023.

With the health insurance premiums paid by all foreign health insurance subscribers, they used hospitals, clinics, and pharmacies and received much less insurance benefits from health insurance.

However, the Chinese health insurance fiscal balance has been in deficit every year for the past five years, with a cumulative deficit of KRW 220.4 billion from 2019 to 2023.
