Many of the ruling party lawmakers were absent from the vote because they tried to enter the National Assembly, but eventually they were gathered at the party because they could not enter, and explained that they asked Chairman Woo Won-sik to give them time, but the vote was held.
Choo, who stayed in the floor leader's office at the National Assembly's main office at the time of the vote, said he did not enter the plenary session because he had to continue to communicate with lawmakers in the party and convey their positions as floor leader.
