Legally, it is not impossible to arrest a sitting president urgently.

Even a sitting president can be subject to investigation only for "crime of rebellion" and a felony suspect can be arrested without a warrant.
Like the case of former Defense Minister Kim Yong-hyun and National Police Agency Commissioner Jo Ji-ho, President
Yoon could be arrested urgently during the investigation.

The problem is that if President Yoon refuses to comply with the investigation itself, there is a risk of conflict between the investigative agency and the presidential security agency.

This is because under the current law, the president is subject to security from the security service for five years, even if he leaves office before the expiration of his term, unless he goes against his will.

In response, Justice Minister Park Sung-jae said that resisting the arrest of investigative agencies could be a "obstruction of the execution of public affairs."
