Prime Minister Han Deok-soo said in a statement ahead of the National Assembly's emergency questioning that he deeply blamed himself for not preventing the declaration of emergency martial law to the end.

At the same time, he said he consistently opposed the declaration of the emergency martial law on the night of the 3rd, but said he would take responsibility without excuses or evasion.
