The National Police Agency's National Investigation Headquarters' Special Investigation Team on Emergency Security arrested Cho Ji-ho and Kim Bong-sik, the head of the Seoul Metropolitan Police Agency, on charges of defying them.

Cho and Kim are accused of blocking the National Assembly at the time of the emergency martial law and blocking lawmakers from entering the National Assembly to vote on the lifting.

Commissioner Cho is also accused of ordering the National Election Commission to deploy police after declaring emergency martial law.

After being investigated overnight for more than 10 hours, the two were arrested and imprisoned in a Namdaemun Police Station detention center.

Some analysts say that the special investigation team's emergency arrest of the leadership is to show its willingness to investigate amid criticism that the police are conducting so-called "self-investigation" against its family members.

Regarding the unprecedented arrest of the head of 140,000 police and the head of the capital's security department at the same time, the police said they are taking the current situation seriously and are very sorry to the public.

The special investigation team also summoned Kim Joon-young, head of the Gyeonggi Southern Police Agency, to check how police were deployed to the Central Election Commission at the time of the emergency martial law.

The special team will decide whether to apply for an arrest warrant within 48 hours, the deadline for arrest, after further investigation into Cho and Kim.
