The special investigation headquarters of the prosecution's emergency martial law is investigating Minister Cho as a suspect this morning (12th).
This is the first time among 11 members of the State Council who participated in the Cabinet meeting before the emergency martial law was declared on the 3rd that they will be summoned by the prosecution.
The prosecution is expected to investigate the background that reflects the situation at the Cabinet meeting at the time and the fact that medical personnel, including medical doctors, will be punished if they do not return to the decree on the 3rd.
Minister Cho told the National Assembly's Health and Welfare Committee that he did not know in advance about the "medication of majors" among the emergency martial law proclamations and could not agree at all.
Minister Cho was accused by civic groups of violating martial law and abusing his authority on the 5th, the day after martial law was lifted.
Earlier, the martial law command decree included that "all medical personnel who are on strike, including medical doctors, will be punished if they do not return to their main jobs within 48 hours."
