The Seoul Southern District Court rejected the arrest warrant, saying the date, exact amount, and method of receiving the money were not clearly confirmed by Jeon, who is suspected of violating the Political Fund Act.
Jeon is accused of receiving about 100 million won in illegal political funds in the 2018 local elections and intervening in the recommendation of political party candidates.
Jeon is said to have told the prosecution that he received money in the name of "prayer money," but returned some of it after the candidate failed the election.
Earlier, Jeon was known to be close to First Lady Kim Gun-hee while working in the presidential campaign in Yoon Suk Yeol in 2022, and he was suspected of intervening in his interests by showing off his relationship with the president and his wife.
