According to the data received by Yang Boo-nam of the Democratic Party of Korea from the Ministry of Health and Welfare, the Ministry of Health and Welfare delivered instructions from the general office of the government to close all doors of each building and control visitors by wire to its agencies at 11:04 p.m. on the 3rd, after the emergency decree was declared.

There are seven affiliated organizations, including the National Mental Health Center, the National Najoo Hospital, the National Bugok Hospital, the National Chuncheon Hospital, the National Gongju Hospital, the National Sorokdo Hospital, and the National Rehabilitation Center.

At 5:33 a.m. on the 4th, after martial law was lifted, the general office on duty issued additional instructions to thoroughly inspect security and control access, and the Ministry of Health and Welfare further spread the instructions to seven hospitals by wire.

Earlier, at the time of martial law, the head of the government's duty office spread the order to close the building to the central administrative agency, and each central ministry, including the Ministry of Health and Welfare, reportedly delivered it to its agency according to the procedure.
