"No matter how anyone destroys anything in our country, they will face many times greater destruction and regret their actions," Putin said in a video address at the opening of Russia's transportation facility on Tuesday local time.
Ukraine attacked the residential and industrial facilities in Kazan, Russia's Tatarstan Republic, with eight drones the day before.
Putin also told Russia's state broadcaster that he was ready to normalize relations with the United States without harming Moscow's interests.
"If we build a relationship with someone, it will only be based on Russia's interests," Putin said. "If there is a will, everything is possible. We have never lost our will," he stressed.
"It's not our problem to improve relations, it's their problem," he said, calling for a change in the West's attitude.
When asked if the current confrontation between Russia and the West over Ukraine constitutes "World War III," Putin acknowledged that "there is a lot of risk and the risk is growing."
Putin says the West is expanding the situation and will always respond to any challenge.
