Hamas said in a statement on the 25th local time, "The occupying forces are delaying the reach of the agreement by presenting new conditions for withdrawal, ceasefire, and return of prisoners."

In response, Israel's Netanyahu said Hamas was trying to reverse what had already been agreed in hostage talks and would continue to work to bring the hostages home.
