Acting Han Deok-soo said today (26th) that he will hold off his appointment until the ruling and opposition parties reach an agreement and submit a proposal at the Seoul Government Complex.
Explaining the scope of the acting president's power, Han stressed that the constitutional spirit is to refrain from exercising the president's significant powers, including the appointment of constitutional institutions.
He added that no constitutional judge has been appointed without an agreement between the ruling and opposition parties, and it is customary for an agreement to be reached first at the National Assembly if it is inevitable to exercise its authority.
