Former Defense Minister Kim Yong-hyun claimed to have taken steps to propose martial law to President Yoon Suk Yeol through then-Prime Minister Han Deok-soo before martial law.

Kim's lawyers said at a press conference today (26th) that the Ministry of National Defense and the Minister of Public Administration and Security have taken steps to report to Han in advance and suggest to the president under the martial law law that requires emergency martial law to be proposed through the prime minister.

However, he added that it is difficult to point out the exact timing of proposing martial law.

In addition, he admitted that he planned to send troops from the Intelligence and Counterintelligence Command to the Central Election Commission, saying he ordered overseas public opinion manipulation investigations to intelligence agencies and domestic election manipulation investigations to counterintelligence agencies.
