At the plenary session of the National Assembly, the motion to appoint Ma Eun-hyuk and Chung Gye-sun, the constitutional judges recommended by the Democratic Party, and Cho Han-chang, recommended by the People's Power, were all passed.

As the motion to appoint constitutional judges was passed with a majority of the members present, the opposition party, which took the majority of seats, was able to handle it alone.

In the case of the power of the people who did not attend from the confirmation hearing stage, Han said earlier that he would not participate in the plenary session's vote at all, saying he had no right to appoint.
