Prosecutors believe that President Yoon Suk Yeol mentioned the second martial law after the emergency martial law was lifted by a parliamentary vote.
It seems to be an attempt to push for the neutralization of the National Assembly even by imposing additional martial law, and the prosecution is also focusing its investigative power on confirming this part.

President Yoon Suk Yeol said in a statement to the nation that the emergency martial law was a warning and affirmed that there would never be a second martial law.
[Yoon Suk Yeol / President (last 7th): There are talks that martial law will be invoked again, but let me be clear. There will never be anything like a second martial law.]
However, on the night of issuing the emergency martial law, it was confirmed that President Yoon was referring to additional martial law.
The prosecution caught evidence that President Yoon called Lee Jin-woo, then commander of the National Assembly, and instructed him to "continue to enter the National Assembly because he can declare martial law No. 2 and No. 3."
A prosecution official said, "It is difficult to elaborate on the matter because it is under investigation," but said, "We revealed what we confirmed through human and material evidence."
The lifting of martial law only came nearly three and a half hours after the National Assembly voted, mentioning that President Yoon could do martial law twice and three times himself,
In the end, suspicions are growing that it may be because of the second martial law in mind.
Then, what steps were they going to take after neutralizing the National Assembly?
Prosecutors believe they were trying to create an emergency legislative body to replace the National Assembly.
In this regard, Deputy Prime Minister for Economy Choi Sang-mok received a document from President Yoon instructing him to cut the operating expenses of the National Assembly and draw up the budget for the emergency martial law legislature.
Beyond the decree ordering the ban on any political activities, there are growing doubts that the National Assembly, a constitutional institution, was actually about to be dissolved, which should eventually be revealed through investigations by prosecutors and the Senior Civil Servant Corruption Investigations Unit.
