The prosecution's first discussion of martial law was from late March to early April.

It coincides with the general election period when the opposition party won by a landslide.

Prosecutors later explained that President Yoon repeatedly mentioned the need for "emergency rights" or "emergency measures" to former Minister Kim Yong-hyun and Commander Yeo In-hyeong in May, June, and August.

In September, the so-called suspicions related to Myung Tae-kyun sucked in all political issues, and the parliamentary audit was also marred by allegations of Kim Gun-hee's involvement in the nomination.

On the last day of October, the recording of the phone call between President Yoon Suk Yeol and Myung was released,
As public opinion rapidly deteriorated, President Yoon bowed his head in front of the camera.

However, two days later, the prosecution confirmed that President Yoon virtually declared his martial law plan, saying, "It cannot be solved unless it is a special way," with former Minister Kim Yong-hyun, Yeo In-hyeong, Kwak Jong-geun, and Commander Lee Jin-woo attending.

It was a time when the president's support for state affairs plummeted to around 10%.

Nine days before martial law was declared, former Minister Kim Yong-hyun began drafting a martial law declaration, a public statement, and a decree.It is the day when President Yoon called for special measures, saying

It is also the day after the Democratic Party's fourth outdoor rally calling for the independent counsel of Kim Gun-hee.

On the 1st, when next year's government budget was on the verge of the plenary session with only the opposition party's opinion on the reduction, President Yoon asked for a specific troop mobilization plan and refined the decree, and on the 3rd, two days later, he actually implemented the emergency martial law.
