Kim Jin-ha, the head of Yangyang County, was charged with an arrest warrant for forcibly harassing a woman after receiving money and valuables from a woman who asked to resolve the civil complaint.
The court is set to question the suspect before his arrest on January 2 next year.
The anger of the county residents to hold Kim accountable for various allegations of misconduct led to a recall of residents.More than 4,700 people signed up, well over 15% of voters based on
claims.
Once the signature book is read and verified, a referendum is expected to take place around February next year after the governor Kim's calling.
On the first day of reading the signature book, Governor Kim personally checked the signature book, causing controversy.

More than a third of the voters cast their ballots in the recall vote, and if a majority of the voters approve, Kim will be dismissed.
The resident recall system has been in place since 2007 to increase the accountability of local elected officials and strengthen resident sovereignty.
So far, 11 elected officials across the country have been eligible for the recall vote.
Among them, two were dismissed in the first year of implementation, and the rest were canceled due to lack of turnout.
